Bart graduated from Elyria High School in 1979. He then enrolled at Memphis State University in Memphis, Tennessee and earned a Bachelor of Science degree in Engineering Technology, majoring in Construction Technology. While in college, Bart was awarded a scholarship from the Shelby County Home Builders Association, and was placed on the National Deans List for achieving a high grade point average.

In 1984, upon graduation from college, Bart began working full time for Williams Brothers Builders, Inc. He previously had worked for Williams Brothers during his summers off from high school and college. When Bart was a young boy, his father, Robert Williams, would take him to jobsites.

Bart learned the construction industry from the bottom up and now is responsible for all day to day operations of the firm, including estimating, bidding, project management, and when the need arises operates heavy equipment.
